Hoping to reduce the use of plastic bags in their city, the Los Angeles City Council voted to ban plastic bags in supermarkets and stores in 2010 if the state does not imposed a 25 cents fee on shoppers who requested them.
"This is a major moment for our city, to bite the bullet and go with something that is more ecologically sensitive than what we've ever done before," said Councilman Bill Rosendahl told the LA Times.
The thinking is that if using the plastic bags directly hit shoppers in their wallets, then they will think twice about requesting them and will opt to carry their own reusable bags with them to their next shopping trip.
Since this is just a vote for action at a later date and not approval of an actual law, L.A. shoppers can continue in their ways for the time being.

I think we should use reusable bags so that we don't waste plastic. I mean most of us (Not me) throw them away.

There are other ways to reuse saved plastic bags, though, woofwarf123. But, after that, they just take up room in landfills and... Sit there releasing chlorofluorocarbons...
Many people use them at stores just because it's convenient. So if people would stop being lazy, this global warming thing would be less harsh.
